East Sibley Street is designated a Residential Collector street and runs east and west between <br /> Government Drive and Rasmussen Road. There are no sidewalks and few street lights. As a Residential <br /> Collector it is assumed East Sibley Street would funnel traffic from surrounding neighborhood streets <br /> and rural areas to the downtown area. With no sidewalks or crosswalks the street presents a hostile <br /> and dangerous environment to pedestrians.
