North Sluetter Road Feasibilitv Report <br /> Tim Houle presented the North Sluetter Feasibility Report to the Council along <br /> with a corrected schedule. He stated the City's Assessment Committee has <br /> already reviewed the report and asked that the Council do the same. He stated <br /> that the Council has a couple of options, one is to call a Preliminary Special <br /> Assessment Hearing and there is a resolution in the packet if the Council wanted <br /> to do so. He said the Council could also consider waiting until the March meeting <br /> and review the report more before making a decision. Mr. Houle briefly went <br /> through the report schedule since there are some decision points for the Council <br /> and explained that it is a step by step process so they will vote through the <br /> stages. <br /> Council Member Pederson stated that he had concerns that he would like to <br /> address. He thanked Mr. Houle and WSN for very detailed and professional <br /> report. He also stated that the process of the assessment was very educational. <br /> The following are his frustrations that he wanted to make the Council aware of: <br /> • Length of time that North Sluetter Road has been discussed. <br /> • Council motion in September 2019 to approve to pave as a Rustic Road. <br /> • Cost increase from $160,000 to $556,500 for paving the road. <br /> • Change from Rustic Road to Residential Road. <br /> • Special Assessments being added after originally motion was made even <br /> though residents on the road stated they were opposed to assessments <br /> from the beginning. <br /> • Council indicating that Special Assessments are warranted since it is not <br /> a commonly used road by most residents but other roads have been <br /> paved that are not commonly used by residents. <br /> • Ciry Tax Revenue related to North Sluetter Road and other City roads. <br /> • Grading and dust treatment for the road. <br /> • North Sluetter residenYs treatment when they come to Council meetings. <br /> Council Member Pederson mentioned his frustrations other City improvements <br /> and projects and concerns with himself or others approaching the City to get <br /> future projects done. <br /> Council Member Seils asked for clarification on the entire North Sluetter Road <br /> not being Rustic. Mr. Houle explained that it is broken up into two sections as it <br /> is indicated in the feasibility report. He stated Segment A would be rustic but <br /> Segment B was a tougher segment as it is considered a Residential Road since <br /> they drainage needs to be appropriately handled. <br /> Mr. Houle said the report did show a Residential Road instead of the Rustic Road <br /> and Council Member Pederson asked him to explain why.
