ECONOMIC DEVELOPMENT COMMITTEE <br />MINUTES <br />APRIL 21, 2009 <br />MEMBERS PRESENT: Ed Larsen, Patrick Smith, Cindy Reich, and Mark Jurchen <br />MEMBERS ABSENT: Justin Bolz - Andolshek <br />ALSO PRESENT: Mayor Nancy Adams; Elissa Rogers and Sheila Haverkamp, <br />BLADC; Ruth Ann Hanson, Chamber; Dawn Bittner, Zoning <br />Administrator; Erika O'Brien, HRA Director; and Sandy Peine, <br />City Clerk <br />1. Call Meeting to Order <br />The meeting was called to order by Chair Larsen at 8:04 a.m. <br />2. Consider EDC Minutes <br />MOTION BY MARK JURCHEN AND SECONDED BY CINDY REICK <br />TO APPROVE THE MARCH 17, 2009 EDC MINUTES. MOTION <br />CARRIED 4 -0. <br />3. Small Cities Development Grant Discussion <br />Sheila Haverkamp reviewed the progress on the Small Cities Development Grant. <br />She noted that several meetings have been held to identify community needs. She <br />explained that from these meetings three potential projects have been identified: <br />• Public Facilities Improvements — Part of Government Drive (2 Blocks south <br />of C.R. 11; sewer /water, storm water, curb /gutter, and streetscape) <br />• Commercial Rehabilitation — various target areas <br />• Housing Rehabilitation (Rental and Owner Occupied) — various target areas <br />Shelia noted that this should be presented to the City Council with a <br />recommendation from the EDC. Following the Council's concurrence to proceed, <br />BLADC would meet with various groups in the City to gage interest and to <br />determine if a project is viable <br />Sheila reviewed the potential costs for the projects and potential sources of <br />funding. Discussion was held regarding the dollars that the City would be <br />responsible to pay (City's equity contribution) for the projects. The EDC <br />suggested the following possibilities <br />• sales tax <br />
