`, <br />City of <br />Pequott <br />Lakes— <br />AGENDA ITEM N.A.1. <br />REPORT TO <br />CITY COUNCIL <br />Date: April 7, 2009 <br />Subject: Utility Payment Procedure <br />Report: Staff is requesting a change in the manner in which the <br />City deals with landlords and tenants of utility accounts. Currently <br />the City will accept any account information or payment to come <br />from either the landlord or the tenant. This causes confusion during <br />many situations such as when a tenant moves out and does not <br />notify the City, or a new tenant moves in and does not notify the <br />City. There are other times when the tenant thinks the landlord is <br />responsible for the bill and the landlord thinks the tenant is <br />responsible. In this regard, the City ends doing the work that <br />should be done between the landlord and the tenant. <br />The attached policy makes the landlord responsible for the utility <br />account. <br />The City attorney has reviewed this policy. Paul brought a new <br />requirement to our attention. This requirement is highlighted and <br />has been added to the policy. <br />Council Action Requested: Council motion approving the utility <br />billing policy for property owners with tenants. <br />
