Grow Zone Discussion <br /> The Planning Commission reviewed the purpose and intent of the overlay district and <br /> watched three segments of a seminar by Architect Andres Duany. <br /> Staff had photographed the streetscapes of Main Street, Front Street and Government <br /> Drive. Mr. Marohn then asked each Commission Member to place a sticker on the <br /> picture with the building type they preferred. This is an ongoing project that will be used <br /> to define the Standards in the Overlay District. <br /> NEW BUSINESS: <br /> a. Stormwater Runoff at Field of Dreams <br /> Staff and Commission Members Adams and Pederson visited the parcels the day before. <br /> Both properties are shedding water to the low area. the berm should be raised or patched <br /> along the rear side yard. Mr. Marohn suggested modifying his letter from four years ago. <br /> The Planning Commission directed Staff to suggest they petition the City for a <br /> stormwater management plan, assessing the costs back to the owner. <br /> b. Zoning Along Alternate Alignment <br /> Mr. Marohn explained that the mapping has not been prepared to do a detailed analysis. <br /> Several options could be discussed, but the necessary data is not complete. He also <br /> explained that if the alternate alignment is built and there is no change in the zoning, <br /> there would be very little development. The area is all Agriculture and Forest <br /> Management. There is little tax base along there with no increase in service demand. <br /> There will be a cost to develop the nodes and between the nodes. There will need to be a <br /> cost/benefit analysis for each. There is a far greater cost to develop than the tax benefit. <br /> The Planning Commission asked Staff to collect the basic criteria, not on this bypass,but <br /> what makes sense in commercial zoning along a road. <br /> Mr. Marohn stated he will not have the mapping capabilities available until the end of <br /> May or June and could possibly have them ready for the July meeting. <br /> c. Temporary Use/Structure at Northern Food King <br /> Staff explained Northern Food King would like to sell vegetable plants from a temporary <br /> accessory structure from the first week in May until June 13, 2009. A temporary use <br /> longer than 14 days needs to be approved by the Planning Commission. <br /> The Planning Commission was concerned with traffic visibility along Second Street. <br /> There are no setback requirements other than 1 foot from a local street. <br /> A motion was made by Mark Hallan, seconded by Tom Adams, to extend the time period <br /> from the first week in May until June 13, 2009, for a 20' X 30' structure to sell vegetable <br /> plants, with a recommendation the structure be setback 10 feet from the right-of-way line <br /> on Second Street.
