MINUTES
PEQUOT LAKES PLANNING COMMISSION
REGULAR MEETING
FEBRUARY 19,2009
PRESENT: Bill Habein, Tom Adams, Mark Hallan, Scott Pederson, Dean Williams,
Tom Woog, and John Derksen. ABSENT: Mary Peterson.
CITY PLANNER: Charles Marohn, PE, AICP
ZONING ADMINISTRATOR: Dawn Bittner
COUNCIL LIAISON: Craig Nagel
The meeting was called to order by Chairman Woog at 6:37 p.m.
Chairman Woog opened the public hearing:
APPLICANT: City of Pequot Lakes
^ Applicant requests an Ordinance Amendment, Shoreland Conservation Design.
Mr. Marohn explained the Staff Report.
Public Comment: None.
Mr. Hallan questioned the Common Open Space on page 4. Mr. Marohn explained that
33% of the common open space shall be in a contiguous area and all of the shore impact
zone must be included as common open space, with 50-foot buffers on each side.
Mr. Adams commented on the Shore Recreation Facilities. It states that they must be
centralized, but it doesn't specify one location or more, leaving it vague. Mr. Marohn
stated it reserves flexibility in that decision.
Mr. Williams commented on the 20% allowed for Shore Recreation Facilities in the SIZ.
This area could be split into different areas, a design issue. Mr. Marohn stated the
changes come from the alternate standards from the DNR. The access corridor was out
of the alternate standards. The 20%has no scientific basis, it was an internal decision.
Mr. Habein stated that he thinks it is a good idea to split it up and use the areas with the
least amount of vegetation.
MINUTES 1
Pequot Lakes Planning Commission
February 19, 2009
