MOTION CARRIED <br /> 5-0. <br /> �. 5. Civil Defense Siren <br /> Council Member Oraskovich noted that at the last Council meeting an <br /> amendment was made to consolidate the maintenance of the civil defense <br /> siren to be located at Eagle View School with all entities involved. He <br /> noted that an agreement is being drafted and will be presented at the <br /> January Council meeting. <br /> 6. Storm Water Management Utility <br /> Tim Houle explained that the Council recently authorized that the storm <br /> water management utility be shared by all Pequot Lakes property owners <br /> including the rural Sibley Township properties. He noted that since that <br /> direction staff has been working toward an equitable way to charge for this <br /> utility. He explained that rural parcels are so much different than urban <br /> parcels and are causing rate problems in determining equitable <br /> categories. Tim stated that the benefits in expanding the stormwater <br /> management utility to the rural areas of the City may not be worth the <br /> costs involved in implementation and yearly administration. <br /> Mike Loven gave some examples of billing inconsistencies and unfairness <br /> in different parcels of property. <br />
