M <br />City Council Minutes <br />January 6, 2009 <br />Page 4 of 9 <br />----------------------- - - - - -- <br />COUNCIL MEMBER NAGEL MOVED TO ACCEPT THE PROPOSAL <br />FROM COMMUNITY GROWTH FOR 2009 PLANNING AND ZONING <br />SERVICES TO INCLUDE LEVEL 3 OF NETWORK COMMUNITY <br />INVOLVEMENT AND LEVEL 1 OF QUALITY PERMITTING AS <br />OUTLINED IN THE PROPOSAL AND TO REMOVE THE NOT TO <br />EXCEED COST OF $5,000 FOR WORK ON THE COMPREHENSIVE <br />PLAN. COUNCIL MEMBER SJOBLAD SECONDED THE MOTION. <br />Council Member Ryan questioned the difference between the levels of <br />services provided in the proposal. Council Member Ryan also had some <br />questions on the number of banked hours per year. <br />MOTION CARRIED 4 -1. COUNCIL MEMBER RYAN OPPOSED. <br />7. Fire Department Monthly Report <br />Report received by Council. Tom Nelson addressed the Council and noted <br />that the Fire Department calls were lower than the last three years. He <br />informed the Council that they are fully staffed. <br />8. Police Department Monthly Report <br />Report received by Council. Council Member Malecha questioned if a year <br />end report could be provided. Chief Braam stated that his staff could <br />provide a year end report. Council Member Sjoblad talked about two <br />intersections south of town that are still dangerous in regard to illegal <br />passing on the right. He requested that the Chief continue discussions <br />with MnDOT about the danger of the situation. <br />8.1. Civil Defense Agreement <br />COUNCIL MEMBER RYAN MOVED TO APPROVE THE EMERGENCY <br />SIREN JOINT MAINTENANCE AGREEMENT. COUNCIL MEMBER <br />MALECHA SECONDED THE MOTION. <br />Chief Braam discussed the concept of the proposal. He noted that the City <br />Attorney and Insurance Agent would like to see some issues addressed in <br />the proposal. Jerry requested an additional 30 days so that he could <br />discuss this with all entities involved. <br />COUNCIL MEMBER MALECHA WITHDREW HER SECOND. COUNCIL <br />MEMBER RYAN WITHDREW THE MOTION. <br />1---1 8.2. Prosecution Agreement with Mallie Law Office <br />
