WIDSETH <br /> , SMITH <br /> February 27, 20�s NOLTING <br /> Brainerd/Baxter <br /> 7804 IndusVial Park Road <br /> PO Box 2720 <br /> Honorable Mayor and Council Members Be��,MN 56425-2720 <br /> City of Pequot Lakes 218.829.5117 � <br /> 4638 County Road 11 21$•$29•2517 B <br /> Brainerd@wsn.us.com 0 <br /> Pequot Lakes, MN 56472-0361 <br /> W IdsethSmRhN olting.com <br /> RE: Proposal for Design Engineering Services <br /> Rasmussen Road—East Woodman St.to East Sibley St. <br /> Pequot Lakes, MN <br /> Honorable Mayor and Council Members: <br /> As a follow-up to our discussion at your February City Council meeting,we have prepared a <br /> proposal for improvements to Rasmussen Road from East Woodman Street to East Sibley <br /> Street(two blocks south and finro blocks north of the all-way Stop at the Main Street intersection. <br /> Scoqe of Imarovements <br /> The improvements will be based on the previous Study we conducted for the City on potential <br /> improvements to Rasmussen Road. <br /> There are six main components to that Study that we would like to highlight in moving into a <br /> design phase. <br /> Right-of-Way(R/VV): <br /> From a very preliminary review of recorded R/W versus proposed improvements, it appears <br /> the City will need to acquire formal R/W to some degree on each of the four blocks. <br /> This process can be an unknown time and cost based on interactions with property owners. <br /> Main Street 8� Rasmussen Road Intersection: <br /> We anticipate this intersection will remain either an all-way Stop or a fin+o-way Stop.We <br /> understand the City will/may also be undertaking a Traffic Study, which will include looking <br /> at the geometrics(i.e. need for tum lanes)and control("Stop"configurations) of this <br /> intersection. <br /> We will discuss with the City should the Traffic Study present something significantly <br /> different than the effort we are anticipating in this proposal. <br /> Storm Drainage: <br /> Collecting and infiltrating/treating storm drainage presents challenging decisions on this <br /> project. <br /> Our proposal is based on making grades and slopes work such that we will be able to direct <br /> the storm drainage from the southerly two blocks through the northerly two blocks and then <br /> to the east`behind'the water treatment plant to an existing low area on City property for <br /> infiltrating. This low area will need to be excavated to provide more volume. Using property <br /> the City already owns will help in the economics of handling stormwater. <br /> Engineering I Architecture !
