I,, <br />Based upon the information contained herein, we recommend a public hearing (preliminary <br />f� <br />assessment hearing) be conducted with both this project's residents and the residents along the <br />proposed Wildlife Trail project so that a review can be made with everyone on whether the <br />proposed improvements are necessary, cost effective, feasible, and should be made individually <br />f� <br />or combined. <br />The following is recommended: <br />1. The City should review this report. <br />2. The City should proceed to calling for a preliminary assessment hearing. <br />3. After this above step, the City can then determine if the project should continue to <br />proceed. <br />4. If the project should proceed, the City should authorize the necessary design, <br />engineering, legal, funding, and administrative tasks associated with a special <br />assessment project. The City should also decide the special assessment methodology. <br />With the time of year, we anticipate that a possible schedule would be to take care of the special <br />assessment preliminary matters (notices and hearing) late this year. If the project would <br />proceed, survey (unfortunately in the snow) and design would occur at the beginning of 2011 <br />with bidding and construction in the summer of 2011. <br />Note that there is also a time line for the City to obtain bonds to pay for these improvements <br />(again, as mentioned on the previous page, even if this project is 100% specially assessed, the <br />City has to pay various project - related and construction costs before special assessments are <br />paid to the City). <br />Pequot Lakes — North Sluetter Road Improvements Study <br />WSN No. 0130130045.000 Page 13 <br />
