114.1 2. The Feasibility Report for North Sluetter Road <br />Improvements, October 2010, provided to you for the <br />October City Council meeting. <br />3. Assessment Procedures & Policy; City of Pequot <br />Lakes, Minnesota; Prepared with assistance by <br />Widseth, Smith, Nolting; Adopted February 7, 2006 <br />You will note that the City's Assessment Procedures & <br />Policy indicates roadway improvements should be specially <br />assessed on a footage basis. The feasibility reports indicate <br />this but also indicate a per house approach, which was <br />brought up by one of the petitioners. <br />It is required that a reasonable estimate of the total amount <br />to be assessed and a description of the methodology used to <br />calculate individual assessments for affected parcels be <br />available at the public hearing. Therefore, at the November <br />9th City Council meeting, the City Council needs to give <br />direction to the City Engineer on which method to present <br />at the December 7th hearing. <br />As a heads up, at the December 7th preliminary assessment <br />hearing, the Mayor opens the public hearing, turns it over <br />to City Engineer Tim Houle for a presentation (a general <br />summary of the feasibility reports), and then the Mayor and <br />Council take public comments. After closing the <br />preliminary assessment (public) hearing, the Council can <br />make a Resolution to proceed with the project during their <br />immediately following regular Council meeting.
