It is reasonable to let him put in footings <br />�-- below grade; that could be the gray area. <br />A motion was made by John Derksen, seconded by Mark Hallan, to allow option 2 to <br />construct a new basement 2 feet higher and to bring the impervious coverage to 25% with <br />a stormwater management plan. <br />Mr. Marohn explained he included information on the Grasspave system because it may <br />be difficult for the applicant to reach the impervious coverage limit. <br />Mr. Lind pointed out that Pine Grove Street has been paved to reduce runoff to the lake. <br />The portion of driveway that is removed could increase erosion. The Planning <br />Commission pointed out that vegetation is not enough; the water needs to be slowed <br />down. There currently is maintained vegetation right to the lake. <br />The Planning Commission clarified that the basement increase in height is 2 feet, not 2 <br />courses of block. <br />Mr. Marohn explained that he is willing to meet on the property with the surveyor and <br />applicant. The surveyor would be acceptable and an engineer would not be necessary. <br />We don't need engineering calculations. <br />John Derksen made a motion to rescind his motion, seconded by Mark Hallan. All <br />�., members voted "aye ". Motion carried. <br />A motion was made by Mark Hallan, seconded by John Derksen, to table this matter to <br />the November Planning Commission meeting. All members voted "aye ". Motion <br />carried. <br />APPLICANT: City of Pequot Lakes <br />Applicant requests an Ordinance Amendment regarding Animal Husbandry <br />Mr. Marohn explained the Staff Report and that the City Clerk is working on other <br />portions of the City Code relating to dogs. He also indicated she would like this <br />application tabled this month to coordinate the regulation of dogs and cats in both <br />portions of the City Code. Staff will meet with the City Clerk and bring back new <br />language for consideration. <br />Mayor Adams asked the Planning Commission for clarification of Animal Husbandry in <br />the Rural Residential District. The Matrix indicates Animal Husbandry is a Conditional <br />Use in the Rural Residential (RR) zone. There is a property owner who currently has <br />horses in the RR zone and does not have a Conditional Use Permit. Mr. Marohn <br />explained that it is an existing use and if it were a new use, it would require a Conditional <br />Use Permit. The use was existing at the time of the Sibley Township annexation.
