ORDINANCE NLTMBER i8-o8, SECOND SERIES <br /> �` AN ORDINANCE AMENDING CHAP'TER i�OF THE <br /> CITY CODE ESTABLISHING AN <br /> OFFSITE SIGN OVERI.AY DISTRICT' <br /> The City Council of the City of Pequot Lakes does ordain as follows: <br /> Section 1. Pur�ose and Intent: The purpose and intent of this ordinance is to <br /> amend Chapter 1�of the Pequot Lakes City Code by creating a new Section ��-6.9, <br /> establishing an Offsite Sign Overlay District. <br /> Section 2. A new Section i�-6.9, Offsite Sign Overlay District, is hereby enacted and <br /> shall read as follows: <br /> 17-6.9 UFFSI'I'�: S1UN OVERLAY llIS1'R1C'I' (US) <br /> i. Purpose and Intent The pu�ose of the Offsite Sign Overla�� llistrict is to <br /> establish a limited area w�th safe ��isibilitv from Minnesota Hi�hw-av 3'71 <br /> where offsite signs are allowed, while�rese��ing and�rotecting the health, <br /> safet��and general �velfare of the people of the citti�and their propertti�therein <br /> ,� situate._The ci��finds: <br /> A. That allow�ng offsite signs �ti�ith ��isibilitv from Minnesota Highway 371 <br /> serves the public interest b��ro��ding o�portunities to businesses and <br /> organizations located in the citv's historic downtown (amon og ther <br /> entities and organizations), ��hich is bvpassed Uv the highwaY, to reach <br /> travelers thereon with messa�ing,thus�romoti�the economic vitalitv <br /> of the citks downtown; <br /> B. 'That the city reaftirms the im�ortant go��ernmental interests served� <br /> e� nerall�prohibitin� offsite signs in the city as set forth in Section i7- <br /> �.1, but finds that such interests should ti�ield to the �ublic benefit that <br /> ���ould be realized in allow�ing offsite signs on a limited basis in the <br /> narrowl��-defined area included in the Offsite Si�n O��erlak District; and <br /> C. That a minimum distance of 2,00o feet between offsite signs to be <br /> located w�ithin the Offsite_Si�n Overlay District is necessary because the <br /> offsite signs will�rimarilX be��isible to traffic traveling at hi�h rates of <br /> speed on Minnesota Hi�hwav 371, and allowing offsite si�ns at more <br /> frequent intervals would constitute an unacceptable risk of distraction <br /> to dri��ers. <br /> � <br />
