The water coming off the driveway needs to be slowed down before it gets to the lake. <br />�-- Rain gardens or a berming system could be used. Stormwater from the house can be <br />guttered to rain gardens or low spots. <br />Ms. Brown asked if the two items he is considering are because he needs to redo his <br />septic system. Mr. Marohn explained they are separate but related issues. The location <br />of the structure will determine if that is a hardship. The reason to look at the hardship for <br />the SSTS is topography and location of wells. We will deal with the structure first. <br />When asked if the well is existing, Mr. Lind stated that it is not; a sand point well is <br />located in the basement. The Planning Commission advised that a well can be placed <br />anywhere within the lake setback. <br />A nonconforming SSTS must be made conforming. <br />Chairman Woog advised that the Planning Commission can table this matter to allow the <br />applicant time to research if it will work or they can deny it and deal with a variance for <br />the sewer. <br />The following was offered to applicant: <br />1. <br />Applicant can tear down the existing dwelling and completely rebuild it; <br />2. <br />To change the roof pitch or increase the footprint would require a variance; <br />3. <br />The four -foot addition would need to be eliminated; <br />�.. 4. <br />The City may be able to help with variances for health and safety issues; <br />5. <br />Impervious coverage and deck encroachment would need to be addressed. <br />Mr. Lind asked what the City does for nonconforming septics. He estimated 90% on <br />Sibley Lake are nonconforming. Mr. Marohn stated there are no nonconforming septics <br />that we are aware o£ <br />A table would allow Mr. Lind to discuss the issues with his wife. Mr. Lind stated the <br />roof is a nonissue. <br />Mr. Lind asked if he could wait until spring to make a decision without the necessity of <br />paying another application fee. He was advised he would need to sign a waiver. <br />After looking through the parcel file, Mr. Hallan stated that the Compliance Inspection <br />submitted by Bud Sergent in 2004 is correct. The septic system is now nonconforming <br />due to a 1350 gallon tank rather than a 1500 gallon tank required under the current <br />County code. <br />A motion was made by Tom Adams, seconded by Mark Hallan, to table this request.
