M <br />OR <br />MINUTES <br />PLANNING AND ZONING COMMISSION <br />REGULAR MEETING <br />SEPTEMBER 16, 2010 <br />PRESENT: Tom Adams, Deb Brown, John Derksen, Bill Habein, Mark Hallan, Scott <br />Pederson, Cheri Seils and Tom Woog. ABSENT: None <br />CITY PLANNER: Charles L. Marohn, Jr., PE, AICP <br />ZONING ADMINISTRATOR: Dawn Bittner <br />COUNCIL LIAISONS: Craig Nagel and Cathy Malecha <br />COMPREHENSIVE PLAN DISCUSSION: <br />a. Housing — No new information submitted. <br />b. Infrastructure <br />Mr. Marohn explained the material submitted to the Planning Commission at last month's <br />meeting. Using North Sluetter Road was as an example with no direct recommendation <br />from the Planning Commission requested. The analysis used was for Wildlife Trail. This <br />information could be included as an appendix. <br />If this is a systematic problem, how do we address this? Revenues could be increased <br />and costs could be reduced. There could be different road standards for different parts of <br />the City. <br />Where do we want to go with this? Roads could be rebuilt narrower, the City could stop <br />maintaining a road, or the City could turn it back to gravel. <br />The City could consider the following: <br />1. Set different road zones for different parts of the city; <br />2. Rebuild rural zone roads in a smaller way; <br />3. Don't accept new roads from developments; the City should have a policy; <br />4. Consider turning back roads that have only minimal residents (2 households at the <br />end of a half -mile road used as example). The City could refund the portion of <br />their taxes that would be used for snow plowing or maintenance. <br />In the urban area, we have to abandon large amounts of infrastructure or we have to find <br />a way to increase the level of development and intensity.
