COMMUNITY <br />FA OROWTH <br />INSTITUTE <br />` STAFF REPORT <br />City of <br />Pequot <br />1AIIA <br />Application: Conditional Use Application for a Dog Boarding /Daycare Business <br />(reconsideration) <br />Applicant: Jeff Garland, L & J Investments <br />Agenda Item: 4(a) <br />Background Information: The applicant, with the concurrence of a Planning <br />Commission member that was involved in making the motion to deny the application in <br />June, has requested a reconsideration. <br />The City Attorney has indicated that the Planning Commission can reconsider their prior <br />decision if one of the members that made /seconded the original motion requests the <br />reconsideration. This would be done as a "motion to reconsider ". The motion would need <br />to receive a second and then be approved by a majority vote. <br />Public notice of the potential reconsideration has been sent to all property owners that <br />were notified as part of the original application. <br />The applicant is requesting approval of a conditional use permit for a dog <br />daycare /boarding facility in the Rural Residential Zone. The application pertains to the <br />property located at 5634 County Road 11. The proposed facility will be in an existing <br />pole shed. The applicant has indicated there will be 15 runs (kennels) and that some will <br />be larger and able to house multiple dogs. The occupancy will be anywhere from 20 -25 <br />dogs at any given time. <br />The applicant has indicated that during the daytime hours, the dogs will be "exercising, <br />playing, and socializing" in a large fenced in area. The proposed fence will measure <br />7 feet in height (Ordinance only allows 5 ft.) and will screen all activity from neighboring <br />properties. The fenced in portion of the property will be cleaned on a daily basis. <br />Many of the dogs at the facility will stay overnight. The pole building will not have an <br />outside access so the dogs will not be able to roam at night. They will be securely locked <br />in their kennels from about 10 P.M. to 6 A.M. <br />Pequot Lakes Staff Report 4(a) -1 <br />July 15, 2010 <br />
