STATEMENT OF PURPOSE <br />The purpose of this report is to study the feasibility of making roadway improvements to Wildlife <br />Trail in the City of Pequot Lakes. <br />The area studied is shown in Exhibit A. <br />This existing gravel road, while within public Right -of -Way (R/W) was never accepted as a City <br />street. The property owners along this roadway have maintained the roadway themselves over <br />the years. <br />At the July 6, 2010 Pequot Lakes City Council meeting, a petition from residents along the <br />roadway to have the roadway paved and taken over by the City was discussed by the City <br />Council. <br />After discussion, the City Council then, in accordance with State statutes relating to specially <br />assessed local improvement projects and City policies, authorized Widseth Smith Nolting to <br />prepare a feasibility report on construction necessary to bring the roadway up to City standards <br />before the City would consider accepting this as a City street and taking over its maintenance. <br />This report will address existing conditions, proposed improvements, estimated project costs, <br />and project implementation such as to advise the City Council in a preliminary way as to <br />whether the proposed improvements are necessary, cost - effective, and feasible; whether these <br />improvements should best be made as proposed or in connection with some other <br />improvement; the estimated costs of the improvements; and a description of the methodology <br />used to calculate individual special assessments for affected parcels. <br />Pequot Lakes — Wildlife Trail Improvements Study <br />WSN No. 0130130044.000 Page 1 <br />
