County Road 168 to gravel on North Sluetter Road and then back to pavement on
Wildlife Trail?
While there could be economies of scale realized in construction costs by combining
a paving of North Sluetter Road with these proposed improvements on Wildlife Trail,
there are quite a few procedural and financial issues involved in paving North Sluetter
Road that would probably negate any benefits of combining such projects at this time.
Based upon the information contained herein, the proposed improvements are necessary, cost
effective, feasible, and should be made as proposed (i.e. not in connection with some other
improvement).
The following is recommended:
1. The City should review this report.
2. The City should decide whether they want to pursue the possibility of accepting this
roadway as a City Street.
3. If the City decides they do want to pursue the possibility of accepting this as a City
Street, the City should either informally discuss the findings in this report with the
`-- property owners of the area or proceed to calling for a preliminary assessment hearing.
4. After this above step, the City can then determine if the project should continue to
proceed.
5. If the project should proceed, the City should authorize the necessary design,
engineering, legal, funding, and administrative tasks associated with a special
assessment project. The City should also decide the special assessment methodology.
The proposed schedule provided as Appendix B to this report presents key dates to ensure
compliance with the State Statute special assessment process. While the time span / dates
could be tightened up or moved ahead in a few instances, it does not appear very likely that
these improvements could be constructed this year.
Note that there is also a time line for the City to obtain bonds to pay for these improvements
(again, as mentioned on the previous page, even if this project is 100% specially assessed, the
City has to pay various project- related and construction costs before special assessments are
paid to the City).
Pequot Lakes —Wildlife Trail Improvements Study
WSN No. 0130130044.000 Page 13
