'
purchasing the property from her on a Contract for Deed. Bittner stated the County
records indicated Ms. Mlaskoch as owner. Chair Hallan stated the letter indicates the
items must be removed by the end of the month or the City will take enforcement action.
He asked Mr. Brown if there were mitigating circumstances for the Exterior Storage.

Mr. Brown stated he owns a construction company and loolang at the pictures, the black
trailer is gone. The horse trailer is for his daughter's 4-H project which is boarded i
elsewhere. The truck needs brake repair but he uses it. The flatbed trailer is used for his
construction company. The shingles were in a trailer that needed to be used. He does '
have a 6o foot pole barn that can be used to put some of the stuff in.
He further stated he purchased the vacant lot to store these items. His dwelling across
the road has a circle driveway and if he places these items on that lot, it will look the
same.

Mr. Brown asked what he can do on the vacant lot to be able to place his trailers and
construction equipment there. He was told privacy fencing would not be allowed.
Chair Hallan inquired if the construction equipment he uses daily wouldn't be Exterior
Storage if he parks them at night and leaves with them in the morning. Mr. Burslie
stated there is no amount of time specified in the ordinance. Bittner stated the photos
are taken between 8:0o AM and 4:0o PM. ,
Mr. Brown stated the horse trailer is now parked behind the pole barn. !
Council Member Akerson inquired if a Conditional Use Permit could allow the ecterior
storage. Planning Commission Member Birch stated a CUP runs with property and
inquired if an Interim Use Permit could be used. Mr. Burslie stated, per the Matrix, '
Exterior Storage is an accessory use and there is no principle use on this parcel. ,
Mr. Burslie recommended a current license on the truck and trailers. That indicates they
are road-ready. If they aren't licensed, Mr. Burslie would say that is storing them there.
He further stated the materials can't be there; the three or four-wheeler can't be there.
Mr. Brown stated he can put them in the pole barn.
When asked, Mr. Brown stated the pontoon is licensed. He does have a 33 foot RV
camper in his driveway. He also has a 22 foot enclosed trailer and a 4 foot dump trailer
that are used for his business and are not shown in the photos.
Chair Hallan clarified that Mr. Brown is running a business out of his home, a
commercial business.
Planning Commission Member Birch asked what would allow an accessory structure.
Chair Hallan stated a primary structure.
MINUTES 5
Pequot Lakes Planning Commission
August i6, 2oi8
