complaints from both sides,this is being researched and the Planning Commission feels
very strongly and this is being discussed.
Staff was also directed to contact the 51ake associations and ask them for their input
and request responses one week prior to our next meeting to include in the packets. A
list of questions should be included so each lake association is responding to the same
questions. Prepare the questions as a survey and include notification of the upcoming
discussion. The following were suggestions for the survey questions:
• Definition of"lease"period;
• How many lease periods per year;
• During June, July&August, only 2lease periods per given month;
• Are you in favor of having a maximum number of leases per year;
• Should there be regulation;
New Road Specifications Guidelines
Mr. Burslie explained the Council adopted these Road Standards/Specifications
Guidelines at their June 5 Council Meeting. These are guidelines, not minimum
standards and will be used for any new road acquisitions, any reconstructed roads, and
any newly constructed roads. ,
Access Tracts
Mr. Burslie elcplained our Subdivision Ordinance requires all subdivisions to have a
minimum 33 feet of access on public right-of-way, except parcels io acres in size are ,
allowed an additional access tract. He had spoken with a real estate attorney who is ,
working with Potlatch to subdivide their property. This access tract language was
developed in the i94ds and is an antiquated way to provide access. The access tract is
owned by all of the parties for access,but as properties are transferred, sometimes
ownership of the access tract gets lost. Easements provide the same access to back lots.
Easements are attached to the deed and cannot be lost through various transactions. It
is a clean way to allow access to these back lots. Previous parcels with access tracts
would be grandfathered; no need to replace them with an easement.
I
Staff was directed to hold the public hearing in July to amend the ordinance.
Fee Schedule — Offsite Signs
Bittner explained the 2018 Land Use Fee Schedule includes fees for permanent
Commercial, Home Occupation, and Commercial and Residential Sign Concept Plans.
She suggested adding Offsite Signs to the permanent Commercial signs at $ioo.
A motion was made by Planning Commission Member Wilson, seconded by
Planning Commission Member Norton,to recommnd the City Council
MINUTES
Pequot Lakes Planning Commission
June 2i, 2oi8
