Planning Commission Member Leckband is in favor of continuing to allow it and <br /> believes a permit is appropriate. If the property owners abuse the rentals,they won't be <br /> allowed a permit the following year. Enforcement isn't something he feels the City <br /> wants to do. The permit could be revoked. <br /> Chair Hallan stated the City of Bemidji used to require properties to be homesteaded for <br /> this type of lease,thus doing away with investors who own it just to rent it. We need to <br /> define lease period,permit requirements and require an end of year report. <br /> Chair Hallan stated he will draft an outline, conferring with Staff,for review at the <br /> September meeting. <br /> Mr. Burslie stated he has been hearing reference to both licenses and permits. If it were <br /> a license it would be under a separate section of the City Code. <br /> Chair Hallan stated we should review the outline before deciding whether it should be a <br /> license or a permit. <br /> When asked, Mr. Burslie stated Aitkin County issues an Interim Use Permit that is good <br /> for five years. Each application would come before the Planning Commission, and the <br /> neighbors would be notified of the Public Hearing. If it were a license,the applicant <br /> would just go to City Hall,submit the Ynformation, and get the license. The City can <br /> revoke the license if they are not in compliance with it There would be more difficult to <br /> revoke an Interim Use Permit. <br /> Discussion ensued regarding the use of a maximum number of days per year versus <br /> number of leases per year. <br /> Bittner stated she would like to have a broad plan to take to the Council to see if they <br /> want to clirect the Planning Commission to development an amendment. <br /> Jonathon Yahn,West Twin Lake resident—the two places he is most concerned about <br /> are the two directly south of his home. Most people have been very respectful but they <br /> are rented out every week. They clearly are investors renting every week. <br /> b. 20�8 City Work Plan <br /> Bittner stated she will prepare a response to the City Administrator. The Brainerd <br /> Housing and Rehabilitation Authority is compiling a housing study that includes Pequot <br /> Lakes which we can use to address the housing items.
