Would you recommend limiting the
number oj"[ease periods"during Are you in favor
Please describe your In your opinion, should the How many"lease the months of JunJuly and of haviig a
conrept of a"/ease number of"lease periods" eriods"would be August?(Example:Only two(2) maxlmum number
Aasocial3on: eriod"of time? be regulated7 acceptable per year? lease periods per month) of leases per year7 Other Comments:
The minimum About 3 of the respondents indicated a position of mirroring that of East Twin with b reapoading that they felt any type of
number of short-term licensing or separate ordinances are not necessary at this time. Comments included that allowing lakeshore owners to utilize the
leases for tivs type of rental option assists in making seasonal lake home ownerslup affordable. It is a private residence and the owner should be
rental,if permitted, allowed to do what they wish with the property.Allowing the activity brings visitors to our area wluch not only contdbutes to
should be eliminated our local economy, but may also result in full time residents and employes in our area.Ac couple indicated that our existing
as it is hard to ordinances could be applied to the rental exposure and should be sufficient to monitor and control at this time.Concems voiced
monitor and/or were stress on year round home availability, affect on lake and quiet setting of the area, noise and other nuisance issues as tlus
Sibley Lake enforce. Not really Not really type of activity increases on our lakes.
"I have heazd from one member of the WTLHA board, who was at the last Planning Commission meeting.I did not, however,
send the questionnaire out to our entire mailing list.I did hear quite a responae on t7us issue at our annual meeting when I
mentioned that PL would be sending a questionnaire out.The majority of the responses seemed to favor an enforceable
ordinance.I tried to phrase the issue as neuhally as possible, and I want to be cazeful not to flavor the homeowners'responses
with my own biases.I also believe that there are perhaps some foundational assumptions or findings that will help frame up the
West Twin approach to revising the ordinance.I would also hope that the Commission would enlist some citizens to serve in an advisory
Lalce capacity. At some point,it may make sense to send out a detailed questionnaire in order to address the ordinance details."
°I can,and will share with all of you what the experience ahs been the last few years on the Wlritefish Chain.Several of my
acquaintances up there have related real concems.First of all-neighbors are forming animosities because of the unpredictable,
and ever-changing neighbors. Also, there hes been resistance from potential buyers of homes-when they are made aware(under
full disclosure)that their neighbors home is listed under VRBO.Obviously, anyone buying a lake home is doing so for many
reasons-ONE of which is reliability that the haven't purchased a home right next to a rental dwelling(resort,etc.).This has
become a legitimate point of contention among many long term"single family"property owners(who pay prodigious amounts
Maury of property taxes)in order to enjoy their"Shangri-La".Personally,I would like to see clear zoning guidelines(like they have in
Gralum metro commwrities)to ensure properiy owneis and/or buyers-what they can count on when they expend$$$SS$$on a home."
Personally, mirrors that of the East Twin Lake Association. My PERSONAL VIEW is that we go ahead and open the number
and dwation of the short term rentals, but license them just as we would any other business or lodging establishment
Monitoring a number of stays and duration would be a nightmare.Violations of noise ordinances, parking, etc.would be easier
to monitor.Non-compliance could then result in fines or revocation of license. The same ordinances we have for our
residentiaUcommercial zones could be applied and possibly include an inspection for working fire and carbon monoxide
detectors, wiring, etc.Inspections can be optional. Licensing would allow the city to monitor the number of rentals to determine
where we are at in terms of available housing for year round and seasonal residents. In a conveisation yesterday, the City of
Grand Marias is concerned about the number of short-term rentals as it is placing a burden on the already short suppiy of
housing for year round residents and workforce. So far, short term rentals have aot had that impact here, but it could We
probably should get ahead of the issue by addressing it now rather than ignoring what could become prevalent on our small city
lakes. It may also prevent a scenario of a substandard cabin being rented on a short term basis, thus becoming a public safety
issue. It appears we only have about 2 or 3 short term rentals on the lake,so I understand the board's hesitancy to want to
regulate and license. However that position may change as more experience having a rental next to their year-round home and
Murk Jurchen some of the problems that other lakeshore ownets on other lakes encounter.
