The Planning Commission forwarded the
following to the City Council for consideration:
Transportation—
1. Consider how the realignment of Highway 371 affects current and future
land use along the new highway corridor, former Highway 371 (Patriot
Avenue) and the Grow Zone. Identify potential development opportunities
in these areas.
2. Create a city policy establishing when newly constructed roads will be
accepted by the City for long-term maintenance. The policy should be
based on reasonable assurance that the long-term maintenance costs will ,
be sufficiently balanced by the additional tax revenue generated.
3. Work with Crow Wing County to properly scale the TH 37i and CSAH i1
corridors through the Grow Zone area following the construction of the TH
37i Alternate Alignment. Ensure that these corridors maintain a character
that encourages pedestrian activity throughout the Grow Zone.
Housing—
1. Develop a plan for rehabilitation of existing homes.
2. Develop a target list of redevelopment properties.
3. Identify properties with substandard housing and create a process to
effectively remedy it. Encourage and/or require rental property owners to
improve substandard housing.
In addition to approving the above, the Council also added:
Update the City Comprehensive Plan by gathering information from City and
community groups.
Staff Direction: The Planning Commission has been working on the
Comprehensive Plan update.
