J

.5--
PUBLIC HEARING—ORDINANCE AMENDMENT
Application: Ordinance Amendment regarding Definitions
Applicant: City of Pequot Lakes
Agenda Item: 4 (a)
Background Information: In March the Planning Commission discussed
Animal Husbandry regarding a miniature horse. The Planning Commission
directed Staff to hold a Public Hearing to amend the ordinance to include
miniature horses and goats. The meeting Minutes are included here.
"NEW BUSINESS:
a. Glen Wilmes,Animal Husbandry— Discussion
Mr. Burslie explained the Staff Report. Mr. Wilmes was present and informed
the Planning Commission they have been downsizing the animals; two of the
pygmy goats have been removed. Mr. Wilmes further stated a miniature horse is
approximately i/3 the size of a regular horse weighing a maximum of 300 lbs.
Mr. Burslie stated the Planning Commission needs to make a decision how to
classify the miniature horse. Planning Commission Member Norton stated he
couldn't find any information from other communities in Minnesota, but was
able to find some information from out of state. Some indicate 2 miniature
horses equal one regular horse while others state 4 miniature horses equal one
regular horse. A miniature horse could be 1/a, i/3, or 1/2 the size of a regular
horse.
Chair Hallan stated this should be added to the ordinance and defined.
Planning Commission Member Birch asked if pygmy goats are smaller than a
regular goat. Mr.Wilmes stated they are the size of a sheep.
Discussion ensued and it was the consensus of the Planning Commission that a
miniature horse is i/a of a large horse. .25 times 1.4 Animal Units for a horse
equals .35 Animal Units for a miniature horse. (.25 X 1.4 = •35imal Units)
Staff was directed to send Mr. Wilmes a letter indicating a miniature horse is
classified as .g5 Animal Units.
Chair Hallan directed Staff to hold a Public Hearing to amend the Ordinance to
include miniature horses.
Pequot Lakes Staff Report 4a)
July ig,2oi8
