COUNCIL <br /> MEMBER LOUKOTA SECONDED THE MOTION. ON A ROLL CALL <br /> VOTE: COUNCIL MEMBER AKERSON — NAY; COUNCIL MEMBER <br /> LOUKOTA— NAY; COUNCIL MEMBER PEDERSON — NAY; COUNCIL <br /> MEMBER SWANSON —AYE; MAYOR ADAMS —AYE.
