REQUEST FOR UTILITY CREDITS. <br /> COUNCIL MEMBER SWANSON SECONDED THE MOTION. MOTION <br /> CARRIED 40. <br /> 4. Open Forum <br /> Michael Czech, 3816 Wildlife Trail, Pequot Lakes addressed the Council. <br /> Mr. Czech stated the Trailside Park plan is excellent but he has some <br /> concems about the pond area. He noted there will be a problem with <br /> mosquito breeding, duck and goose excrement, and is concemed about <br /> children drowning in the pond. Mr. Czech suggested a more natural area <br /> be created with a butterFly and hu�nmingbird area along trails where <br /> children can leam and practice their creative skills. <br /> Laura Leckband, 4420 Main Street, Pequot Lakes addressed the Council. <br /> Ms. Leckband thanked the Council for moving forward with the offsite <br /> signage ordinance as quickly as they have. She requested the Council <br /> consider adding a 2019 budget item to purchase a 10' x 20' double faced <br /> LED sign to be placed on the north end of the offsite sign overlay district <br /> area along Highway 371. <br /> 5. Presentations <br /> 5.1 Crow Wina Countv Ali-Nazard Mitigation Plan <br /> John Bowen, Crow Wing County Emergency Management Director, <br /> presented the Council with the County's All-Hazard Mitigation Plan which <br /> needs to be updated every 5-6 years. He explained this Plan allows the <br /> City eligibility for the mitigation grants and assists with emergency and <br /> disaster situations. <br /> COUNCIL MEMBER AKERSON MOVED TO ADOPT RESOLUTION 18- <br /> 17 ACCEPTING THE CROW WING COUNTY ALL-HAZARD <br /> MITIGATION PLAN. COUNCIL MEMBER SWANSON SECONDED THE <br /> MOTION. MOTION CARRIED 4-0. <br /> (Council Member Loukota arrived at 6:45 p.m.) <br /> 5.2 2017 Audit Presentation <br />
