Mr.Anderson <br /> stated it seems to be spot zoning and creating a monopoly. There is a 10-mile stretch <br /> between Little Falls and Randall zoned Commercial with only 6 billboards,where they <br /> could be every 50o feet. Vice-Chair Wallin stated there are billboards every 50o feet <br /> south of Little Falls. The City is not limiting anyone from maldng application if they <br /> have Commercial or Industrial property. They are welcome to come in and go through <br /> the process. We are not monopolizing. Chair Hallan stated the applicant is the City of <br /> Pequot Lakes;they initiated this. This group last fall said no to offsite signs. <br /> Chair Hallan inquired if there is a fee to be paid to initiate an amendment. Bittner <br /> stated a rezone application is maybe $25o and an ordinance amendment is maybe $150. <br /> When asked, Mr. Burslie stated the Overlay District would need an ordinance <br /> amendment to include additional parcels. <br /> Mr.Anderson suggested eliminating the Overlay District,just allow billboards in the <br /> Commercial and Industrial zones. Chair Hallan stated the City Attorney is not advising <br /> that. Mr.Anderson stated it would open it up for private landowners paying commercial <br /> taxes to collect some revenue. Chair Hallan stated property owners have the ability to <br /> make application to be included in the Overlay District. Chair Hallan asked Staff if <br /> people have inquired about this in the past 3 months. Staff stated there have been no <br /> inquiries. <br /> Mr.Anderson stated he agreed with an earlier comment regarding signs on the north <br /> end of town. Chair Hallan stated the Commercial property owners have the ability to <br /> have their property added to the Overlay District. <br /> PUBLiC COMMENF CLOSED, <br /> Planning Commission Member Leckband asked Staff if MN/DOT was asked if the <br /> Overlay District is only included on the one spot, do they consider that spot zoning. Mr. <br /> Burslie stated this is not a zoning classification; it is an Overlay District. The entire <br /> packet had been sent to MN/DqT and they had no comment on it. <br /> A motion was made by Planning Commission Member Wilson, seconded by <br /> Planning Commission Member Wallin, to amend Chapter ��of the City <br /> Code establishing an Offsite Sign Overlay District. Motion carried g-� <br /> (Leckband). <br /> Council Member Akerson stated there were not enough votes to pass. Chair Hallan <br /> stated a quorum had been identified at the beginning of the meeting.
