Steve Anderson — Stated there is some refraction from the sign. Their signs are usually <br /> turned off at midnight so they are not burning all night. <br /> Vice-Chair Wallin inquired how the amendment could be reworded. Chair Hallan stated <br /> lighting requirement could be removed altogether. Planning Commission Member <br /> Wilson stated the lighting requirement should be left in as written. <br /> Mayor Adams asked if it could be stated all illumination shall be directed at the sign. <br /> Chair Hallan stated that there will still be some refraction and that some communities <br /> even require shields on downward directional lights. <br /> Chair Hallan inquired about the duration for changing messages. Would only part of <br /> the message change,then more change? Mr. Burslie stated that would not be allowed. <br /> The entire message would change at the same time. <br /> Zoning Specialist Bittner noted downward directional lighting is required in the Light <br /> Industrial zone and the City is proposing to rezone those parcels to Light Industrial. <br /> PUBLIC COMMENT CLOSED. <br /> A motion was made by Planning Commission Member Wilson, seconded by <br /> Planning Commission Member Leckband,to recommend the City Council � <br /> amend Chapter��regarding offsite signs with the one correction in number <br /> 5 removing"and billboard". All members voted"aye". Motion carried. <br /> APPLICANT: City of Pequot Lakes <br /> Applicant requests to Rezone from Public to Light Industrial <br /> Mr. Burslie explained the Staff Report. He specifically pointed out Finding of Fact i4 as <br /> it refers to the Future Land Use Map. In addition,this is not considered"spot zoning". <br /> Chair Hallan stated in the future the City may want to rezone the parcel to the north to <br /> Light Industrial so the zoning matches for the wastewater treatment parcels. Planning <br /> Commission Member Leckband concurred. Mr. Burslie stated rezoning that parcel <br /> could encourage the property owner to the north of that to rezone to Light Industrial <br /> also. <br /> PUBLIC COMMENT OPENED: <br /> Council Member Swanson —The parcels to be rezoned would be for a sign to be seen <br /> coming from the south. She inquired if there was property for a sign coming from the <br /> north.
