MINUTES PEQUOT LAKES PLANNING COMMISSION SPECIAL MEETING MAY 31� 2018 PRESENT: Mark Hallan (Chair), Douglas Leckband, Brian Wallin (Vice-Chair) and Wesley Wilson. ABSENT: Andrew Birch and Nathan Norton. CITY PLANNER: Justin Burslie, NJPA. ZONING SPECIALIST: Dawn Bittner. Chair Hallan called the meeting to order at 6:3o PM. A motion was made by Planning Commission Member Wilson, seconded by Planning Commission Member Leckband,to open the Public Hearings. All members voted"aye". Motion carried. APPLICANT: City of Pequot Lakes Applicant requests an Ordinance Amendment Regarding Signs Chair Hallan explained this public hearing is a continuation from the May 1�meeting. Mr. Burslie explained the definition changes and the removal of Billboards from the Land Use Matrix and allowing Offsite Signs as a permitted use in the Commercial and Light�Industrial zones. The City Attorney had suggested including Findings in the ordinance and they are included as part of the Purpose and Intent. The language for the Findings was taken from the City of Denver's ordinance and mirrors Pequot Lakes' quality of life and up north appeal. Mr. Burslie pointed out the criteria to allow offsite signs. The criteria for spacing included"offsite sign or billboard". Chair Hallan stated the word"billboard"is not used elsewhere in the ordinance. Mr. Burslie stated"billboard"should be stricken. Mr. Burslie indicated two comments had been received; one from the Chamber and the other from Council Member Pederson and are included in the packet. Planning Commission Member Wilson questioned the spacing. MN/DOT currently has signs along the highway and wondered if we are talang those into consideration. Mr. Burslie stated those signs are in the right-of-way and are public information signs and are not considered offsite signs. MINUTES 1 Pequot Lakes Planning Commission May 3i, 2oi8
