M <br />City Council Minutes <br />June 1, 2010 <br />Page 7 of 9 <br />COUNCIL MEMBER RYAN MOVED TO AMEND THE MOTION <br />TO INCLUDE THAT THE PUBLIC IMPROVEMENTS HAVE BEEN <br />SATISFACTORILY COMPLETED ACCORDING TO THE <br />DEVELOPMENT AGREEMENT AND THAT THE CITY ACCEPTS <br />THE IMPROVEMENTS. COUNCIL MEMBER NAGEL <br />SECONDED THE MOTION. <br />MOTION CARRIED 5 -0. <br />MOTION AS AMENDED CARRIED 5 -0. <br />11. City Clerk's Report <br />Report received by Council. <br />11.1. End of Year Financial Report (2009) <br />Nancy Malecha presented the 2009 year -end financial report. <br />11.2. Discussion on 2010 Unallotments <br />Nancy Malecha presented information on how the 2010 unallotment <br />has affected the City's budget. She noted that the City will lose <br />approximately $152,000 in 2010 from unallotments. She informed <br />the Council that levy settlement money has been an average of <br />$20,000 short over the past three years. Nancy informed the <br />Council that the City began 2010 with a 38% fund designation and <br />stated that she would like to work toward 50% fund designation as <br />stated in City policy. <br />11.3. Request for Funding for Band Shell <br />The City Clerk stated that the Park Commission is short of funds to <br />complete the band shelter. She noted that they are seeking <br />donations for the $5,000 shortfall. The Park Commission is also <br />requesting the Council to consider making a contribution by <br />matching the amount of donations received. <br />Council Member Ryan stated that he does not feel that the City is <br />following the normal procedures for completing a project. He stated <br />that Mike Loven should be in charge of the project and should look <br />at all facets of the project.
