The third component long-term is another community sign on the plateau at the <br /> intersection of Highway 37�and Patriot Avenue. That would be another community <br /> sign welcoming people to Pequot Lakes and include something iconic, such as the <br /> bobber or something indicative of the community. All three would be on city property; <br /> two out in or near the spray field and the third on the plateau at Highway 37�and <br /> Patriot Avenue. <br /> A sample amendment was included in the packet;this was not a draft amendment. <br /> Chair Hallan pointed out the Council had tasked the Planning Commission to amend the <br /> ordinance regarding signage and the Planning Commission is collecting information at <br /> this meeting. <br /> Planning Commission Member Birch inquired why spacing is included when there are <br /> only 2 signs requested. Ms. Monroe stated the sign committee had been given a list of <br /> items to provide and spacing was one of them. <br /> Chair Hallan reminded everyone that this is an amendment to the sign ordinance, not <br /> just 2 signs. There are also zoning considerations and overlay districts. He had <br /> informed the Council at the April meeting of the Lady Bird Johnson Act of i965. <br /> MN/DOT is the state agency required to enforce the federal act. MN/DOT is required to <br /> review or weigh in on any changes we make so we need to consider all of those <br /> requirements also. He further stated that this group does not decide who owns them or <br /> operates them; that is the City Council. The Planning Commission is just tasked with if <br /> we are going to amend the ordinance, how we are going to format it and what it's going <br /> to look like. <br /> Mr. Burslie stated Staff is working with the City Attorney to draft a solution to <br /> potentially allow these along the Highway. Zoning Specialist Bittner stated she was <br /> under the impression that the Council felt the Planning Commission could hold the <br /> public hearing next month. With the new information the City has collected on the <br /> process there are too many issues to address. These include rezoning the property, <br /> approval by the Commissioner of Transportation of the rezone, and review of the <br /> ordinance amendment by the Commissioner of Transportation. The City Attorney may <br /> recommend an overlay district and the overlay district must be in place before some of <br /> the other items can take place. A number of items have come up that we were not aware <br /> of at the Council meeting. Chair Hallan had mentioned the Highway Beautification Act <br /> of�965,but we now know that act trumps everything. The City Attorney is very <br /> adamant that the City take the time to properly review this. <br /> Ms. Monroe asked if this meant the public hearing would not take place until the June <br /> Planning Commission meeting.
