City Council Minutes ii
May 1, 2018
-----------------------------
4. Open Forum
Michael Czech, 3816 Wildlife Trail, Pequot Lakes, addressed the Council. I
Mr. Czech requested clarification of ordinance amendment Section 17-7.5, ',
2.D.(1) on the definition of a rear lot for a lake lot. Mayor Adams noted
that this inquiry would be addressed during agenda item 6.3. i
5. Presentations
5.1 Classification 8 Compensation Studv ,

David Drown from David Drown Associates provided a presentation on the
proposed benchmark communities and jobs for the City's classification
and compensation study. Mr. Drown noted this project will consist of an
initial project meeting, kickoff meeting, market analysis, project team I
recommendation, final report to Council and job classification appeal, and
ongoing maintenance. The study process will entail reviewing and scoring
jobs, comparing information with neighboring communities on '
compensation and benefits, and analyzing State requirements for
comparable worth. The job evaluation tool includes factors relating to
qualifications, decision making, problem solving, relationships, effort, and
conditions/hazards. Mr. Drown explained that Council consideration is
needed to determine the benchmark communities and jobs that should be
utilized for this study. His recommendation is to benchmark all of the jobs
within the City as the number of jobs are relatively small.
Council Member Pederson questioned how the disparity of local
govemment aid, levy, and tax capacity among the benchmark
communities can provide an apples to apples outcome for the study. Mr.
Drown noted the importance of having a relatively large data set so we
don't get bogged down on the details and a comparison group of
communities similar in size and services are what needs to be considered.
COUNCIL MEMBER LOUKOTA MOVED TO APPROVE THE
BENCHMARK COMMUNITIES AS PRESENTED AND TO UTILIZE ALL
CITY JOBS FOR BENCHMARKING. COUNCIL MEMBER SWANSON
SECONDED THE MOTION. MOTION CARRIED 5-0.
6. Planninq and Zoninq
6.1. Planninq Commission Report
