MINUTES
PEQUOT LAKES PLANNING COMMISSION
SPECIAL MEETING
MAY 3, 2oi8
PRESENT: Andrew Birch, Mark Hallan (Chair), Douglas Leckband, Nathan Norton,
Brian Wallin (V'ice-Chair) and Wesley Wilson. ABSENT: None.
CITY PLANNER: Absent.
ZONING SPECIALIST: Dawn Bittner.
Chair Hallan called the meeting to order at 6:3PM.
Chair Hallan reviewed the proposed timeline. Discussion ensued regarding content and
the ability of businesses in other communities to advertise on billboards within the City.
Chair Hallan pointed out the city owned irrigation property will need to be rezoned to
industrial for billboards to be allowed. All property zoned commercial or industrial
could potentially be eligible for billboard placement. The City Attorney will provide his
research regarding an overlay district for the May imeeting.
Steve Anderson, Franklin Outdoor Advertising, stated the Department of
Transportation will not allow spot zoning. Chair Hallan stated there currently are
industrial zoned properties in our Industrial Park where this could be allowed.
Discussion ensued regarding the number of billboards allowed per parcel. Subdivisions
could take place where multiple billboards could be placed. It was the consensus to
strike the number per parcel and to regulate with spacing. Mr.Anderson stated the
state only allows placement of billboards every 30o to 50o feet, depending on the
designation of the highway. The City of Waite Park established a billboard corridor
where billboards are allowed.
Discussion followed regarding design standards and landscaping.
An overlay district from the Paul Bunyan Trail Bridge to the wastewater treatment
property was discussed.
Mr.Anderson stated MN/DOT will allow spacing 300 or 50o feet on both sides of the
highway. Some municipalities include a radius from each sign so they are not being
placed on both sides of the highway. Discussion ensued regarding spacing.
MINUTES i
Pequot Lakes Planning Commission
Special Meeting
May 3, 2018
