SPECIAL MEETING OF THE PEQUOT LAKES CITY COUNCIL <br /> TUESDAY, MAY 1, 2018 <br /> PEQUOT LAKES CITY HALL <br /> Members Present: Mayor Adams and Council Members Loukota, Pederson <br /> (arrived at 5:44 p.m.), and Swanson (amved at 6:10 p.m.) <br /> Members Absent: Council Member Akerson <br /> Staff Present: Nancy Malecha, City Administrator; Tim Houle, Pat Conroy, <br /> and Jordan Lee, Widseth Smith Nolting <br /> 1. Call Meeting to Order <br /> Mayor Adams called the special meeting of the Pequot Lakes City Council <br /> to order at 5:30 p.m. <br /> 2. Fundinq 101 Presentation <br /> Jordan Lee and Pat Conroy from Widseth Smith Nolting presented A How- <br /> to-Guide to Funding Infrastructure Projects. They noted the following. <br /> • Funding Opportunities for Communities— Includes water and sewer <br /> projects, building projects, and other projects. � <br /> • Water& Sewer Projects— Funding sources consist of USDA Rural <br /> Development, Small Cities Development Program, and Public I <br /> Facilities Authority. ' <br /> • Demographics— Low median household income plus high low to I <br /> moderate income equals big grant opportunities and less EDUs , <br /> equals greater grant eligibility. I <br /> • Pequot Lakes Demographic Factors <br /> • USDA Rural Development— Grant and loan combination for public <br /> infrastructure. <br /> • Small Cities Development Program —Grant only program for public <br /> infrastructure, housing, and commercial rehabilitation. � <br /> • Public Facilities Authority— Loan program with some grant � <br /> combination for water, wastewater, and storm water projects. <br /> • Building Projects— Includes USDA Community Facilities Program, <br /> USDA Rural Economic Development Loans 8� Grants, Nonprofit <br /> Foundations, and Legacy Grants. <br /> • USDA Community Facilities Program —95% are loans and 5% are <br /> loan/grant mix for essential community needs. <br /> • Nonprofit Foundations— Grant only program for buildings, <br /> infrastructure, and programs. <br />
