Planning Commission has spent a lot of time on this amendment. When asked,the <br /> Planning Commission was split; half for permitted and half for CUP. <br /> Steve Anderson, Franklin Outdoor Advertising— Spacing is a little too restrictive and <br /> suggested i,000 feet to �/4 mile. Most discussion for the overlay district is south of town <br /> but it could include areas north of town also. An overlay district may be allowed on <br /> Agriculture zoned properry. For digital signs, i5 seconds is too long and suggested 6 <br /> seconds. He is not in favor of downward directional lighting. He understands the night <br /> sky lighting,but the arms for the overhead lighting get in the way for installation. He <br /> recommends to have the signs permitted and not CUP. <br /> It was pointed out that our ordinance already cont�ins a definition for"earth tone". <br /> Staff was directed to research and determine if a definition needs to be included in this <br /> amendment. <br /> PUBLIC COMMENT CLOSED. <br /> Chair Hallan stated a decision on the Matrix needs to�be made. When asked what <br /> additional information would be included in a CUP,Mr. Burslie recommended <br /> permitted as the regulations are quite detailed. Conditional Use Permits are for <br /> businesses that have a lot of deliveri�es or if screening is required;things that would have <br /> an impact on a neighborhood. He doesn't see any potentiai conditions that could be <br /> placed through a CUP. <br /> Chair Hallan pointed out if ther'e were several zoning classifications where the billboards <br /> could be placed,there could bs a lot more variables. The locations are attached to the <br /> 37i corridor. The consensus of the Planning Commission now was to have Offsite Signs <br /> on the Matrix a permitted use, not a CUP. <br /> Steve Anderson stated that generally�omments through a CUP are from residential <br /> areas and with the 50o foot spacing that is responsible. <br /> Zoning Specialist Bittner apologized for the marked-up copy of the amendment. She <br /> suggested continuing this public hearing to May 3�to review a clean copy with the <br /> changes suggested tonight. Chair Hallan suggested the City Attorney also review the <br /> changes. <br /> A motion was made by Pl�rning Commission Member Wilson, seconded by <br /> Planning Commission Member Leckband,to accept the changes outlined in <br /> tonight's discussion. All members voted"aye". Motion carried. <br />
