R <br />MINUTES <br />ECONOMIC DEVELOPMENT COMMITTEE <br />MARCH 16, 2010 <br />MEMBERS PRESENT: Mark Jurchen, Patrick Smith, and Justin Bolz- <br />Andolshek. <br />ABSENT: Cindy Rieck and Ed Larsen <br />ALSO PRESENT: Sandy Peine, City Clerk; Erika O'Brien, HRA Director; Mayor <br />Adams; Elissa Hansen, BLADC; Ruth Ann Hanson, Chamber; and Dawn Bittner, Zoning <br />Administrator. <br />Call Meeting to Order <br />The meeting was called to order by Mark Jurchen at 8:02 a.m. <br />2. Approval of Minutes <br />JUSTIN BOLZ - ANDOLSHEK MOVED TO APPROVE THE 1/19/10 EDC <br />MINUTES. PATRICK SMITH SECONDED THE MOTION. MOTION CARRIED <br />3 -0. <br />3. SWOT Update <br />Sheila Haverkamp explained that the SWOT Committee had met and came to the <br />conclusion that there may be a duplication of efforts in that the Planning Commission is <br />looking at some of the same information in regard to the update of the Economic <br />Development portion of the Comprehensive Plan. She also noted that although there was <br />not a quorum present at the last EDC meeting, those members present concurred with the <br />SWOT Committee to hold off on a SWOT analysis at this time. <br />PATRICK SMITH MOVED TO SET THE SWOT ANALYSIS ASIDE <br />INDEFINITELY. JUSTIN BOLZ - ANDOLSHEK SECONDED THE MOTION. <br />MOTION CARRIED 3 -0. <br />The Economic Development Commission discussed the need to revisit the City's <br />Business Subsidy Policy. <br />4. Update on Housing Institute <br />Erika O'Brien, HRA Director, and Sheila Haverkamp of BLADC updated the <br />Commission on a new pilot program that Minnesota Housing is starting. The program <br />involves a group of people who are trying to get rural areas to collaborate and make <br />better use of funds and to come up with a project for this area. <br />
