City Council Minutes <br /> March 6, 2018 <br /> Page6of8 <br /> ----------------------------- <br /> Mayor Adams requested a roll call vote stating the Council reviewed <br /> several locations in the past and a decision on the location of the <br /> Maintenance Facility has already been decided. <br /> ON A ROLL CALL VOTE, COUNCIL MEMBER AKERSON — NAY; <br /> COUNCIL MEMBER LOUKOTA- AYE; COUNCIL MEMBER <br /> PEDERSON —AYE; COUNCIL MEMBER SWANSON — NAY; MAYOR <br /> ADAMS — NAY. MOTION FAILED 2-3. <br /> 10. Administration <br /> The following items were received by Council. <br /> • February 20, 2018 HRA minutes <br /> 10.1. Classification and Comaensation Studv Quotes <br /> Nancy Malecha explained that the City's current pay structure was created <br /> and implemented in 2006 and since then it has become distorted due to <br /> the addition of'/� steps and the disproportionate number of steps befinreen <br /> union and non-union employees. Ms. Malecha is recommending the City <br /> hire David Drown Associates to perform a classification and compensation <br /> study that would consist of intemal and extemal equity as well as benefits <br /> to be paid for out of the Administration Department Contract Services <br /> Budget. <br /> COUNCIL MEMBER LOUKOTA MOVED TO APPROVE THE HIRING <br /> OF DAVID DROWN ASSOCIATES TO PERFORM A CLASSIFICATION <br /> AND COMPENSATION STUDY FOR THE CITY WITH FEES RANGING <br /> FROM $4,187.50 TO $4,625.00 WITH THE NJPA DISCOUNT. MAYOR <br /> ADAMS SECONDED THE MOTION. <br /> Council Member Akerson indicated the police union contract dictates what <br /> the non-union employees are paid and believes City staff is paid a higher <br /> wage than neighboring cities; therefore, a study is not needed. <br /> Council Member Loukota stated the study would be to streamline the pay <br /> scale structure. <br /> Ms. Malecha explained that no evidence has been provided to illustrate <br /> that City employees are overpaid compared to other entities. <br /> Council Member Pederson questioned what positions would be looked at <br /> in this study. Ms. Malecha explained the study would be for all full-time <br />
