Along with a modified approach to the spFa�row irrigation system,this improvement appears to have successfully <br /> addressed groundwater contamination concerns. <br /> Individuals not serviced by the municipal sanitary sewer system treat their sewage through individual systems.New <br /> state regulations have addressed some concerns over poorly maintained systems,although problems still loom large, <br /> especially on lakeshores where the characteristics of seasonal usage are not compatible with standard on-site <br /> treatment.The Cullen Lakes Association recently completed,with Township and City assistance,an assessment of <br /> all of the systems on their lakes. Numerous systems were upgraded to comply with minimum state standards due <br /> to their effort. ( <br /> The City has only limited storm sewer facilities.These were almost all ad-hoc repairs installed in reaction to acute <br /> problems that had developed.As the City continues to grow and development patterns become even more intense, <br /> there will be a need for aggressive stormwater management.Some of this management may be able to happen on <br /> individual sites, although most of it will need to be done by the City. (Stormwater manasement continues to be <br /> imqroved when road reconstructions occur.l <br /> Pequot Lakes is blessed to be the home of some major telecommunications companies. High speed internet is <br /> available throughout the City,as is telephone and cable for television.Cellular service wanes in some areas,although <br /> there is service throughout the main corridors(Is this an accurate statement?).The availability of natural gas has <br /> been a boom for residential development.Due to its location along Highway 371,Pequot Lakes will likely always be <br /> ahead of other rural communities in privately-supplied modern infrastructure. <br /> POLICIES <br /> The following policies are proposed to guide all future infrastructure–related decisions in Pequot Lakes: <br /> Municipal utility systems must be fscally managed like a private utility,minus the profit margin.Public utilities <br /> need to operate in the same manner as private utilities. They need to maintain the current system and level of <br /> service while financially planning ahead for repairs or replacement of system components. `"'"�'^ ��^ ^��"'�^ �c <br /> , , , <br /> , . The Citv has increased <br /> water and sewer rates incrementallv for the past several vears. Periodic rate adjustments that reflect the real cost <br /> of running and maintaining these systems are necessary. The City cannot allow maintenance liabilities to be <br /> unfunded and passed on to future residents and businesses.(Vasue statement mav need to be revised) <br /> The long-term ezpense of infrastructure ezpansion and t6e corresponding assumptions for induced growth and <br /> enhanced taz base need to be evaluated prior to every project t6at adds new infrastructure for tazpayers to <br /> maintain. Infrastructure projects in Pequot Lakes have historically been done on a"cash flov�'basis,where the City <br /> evaluates the impact to the levy from paying its portion of a given project.When projects are funded with outside <br /> dollars (grants, low interest loans or direct private-sector investment in a project), the City has generally not <br /> calculated the long-term obligations of infrastructure maintenance, instead focusing on the potential near-term <br /> gains from increased property tax base. As our current infrastructure completes its initial life cycle, projected <br /> maintenance costs–which are typically a City obligation–are growing to unaffordable levels. Before additional <br /> obligation is added,it is critical that the City understand the entire cost it is committing to. <br /> Public sector investments need to be aligned with private sector investments,and vice-versa,to mazimize the <br /> local return on investment The City of Pequot Lakes has made its largest investments, and has its greatest <br /> commitments for infrastructure maintenance, in the traditional neighborhoods of downtown Pequot Lakes and the <br /> Business Park.Over the past two decades,private sector investments have tended to be outside of these areas,with <br /> Comprehensive Plan Update—February 2013 43 � P a g e <br />
