He <br />noted that state and federal regulations differ and therefore both a draft and final EIS <br />must be provided. Because of this the document will have to be released twice for public <br />comment. MnDOT is proposing to release the draft document with state signatures and to <br />re- release it as a final document with federal signatures. MnDOT is on track to submit the <br />draft EIS for publication in the EQB Monitor in March. There will have to be two public <br />hearings; one is scheduled for March 29th in the Pequot Lakes cafeteria and one on March <br />30th at the Pine River city hall. <br />Jim Hallgren reviewed the schedule that was included in the February 17, 2010, agenda. <br />Tim Houle questioned whether MnDot will provide cities with approximate costs for the <br />project. Jim Hallgren stated that the Statute requires a good faith cost estimate including <br />local participation. Discussion was held about adding inflationary costs for the project to <br />be done in 2018. <br />Jim Hallgren stated that MnDOT will make the arrangements for the public hearings. He <br />noted that when MnDOT requests municipal consent, the City will also have to hold a <br />public hearing. <br />
