October �9, 20��Planning Commission Minutes: <br /> c. Rental Property Ordinance <br /> Mr. Burslie explained the Staff Report. The ordinance would be administered by City <br /> Staff. The landlords would need to have a license. A Building Inspector would inspect <br /> each rental unit. Scott Sadusky,the Inspector who provided information regarding <br /> adoption of the State Building Code,will not administer the ordinance in cities that do <br /> not have an Administrative Fine. Citations can be issued to gain compliance with the <br /> Code. Pequot Lakes has the ability to issue Administrative Fines. <br /> According to records provided by Mr. Burslie,the City has 23i rental units. There is no <br /> cap on license fees for apartment buildings. He further stated the time spent by staff to <br /> administer this type of code is huge. <br /> Planning Commission Member Wallin stated when there is a rental code in place, <br /> tenants tend to whine to the City about landlords. He stated he has several rental <br /> properties. As an example, if a tenant is behind on their rent,they may call the City <br /> complaining that they don't have a working refrigerator just to buy themselves some <br /> more time. This should be taken into consideration. <br /> Planning Commission Member Hallan stated the intent is for safety, making sure there <br /> are fire e�rtinguishers, etc. <br /> Planning Commission Member Wallin asked why this would be just for rental houses. <br /> Why not all homes? Abandoned houses are more important that rental houses. <br /> Planning Commission Member Habein stated there are slum landlords. <br /> Planning Commission Member Hallan stated he pushed for adoption of the State <br /> Building Code. <br /> Chair Engels stated he has ��rental houses in the area. Every year he needs to go <br /> through each house with the insurance company. This takes a lot of coordinating and <br /> scheduling with the tenants. The additional city inspections would also be time <br /> consuming. <br /> It was pointed out that landlords choose to rent houses. <br /> Planning Commission Member Wilson stated some good points were made. <br /> Planning Commission Member Hallan stated having refrigerators not working is not the <br /> intent of this ordinance. Chair Engels stated tenants will say whatever they can to get <br /> out of their lease. <br /> 1 <br />
