It is impossible to list every type of use so there is a Commercial Use, Other on the <br /> Matrix and the use is permitted as a CUP. <br /> Staff is wondering if there is another process that could be used instead of the CUP <br /> process, such as a way to allow business owners the ability to apply for a permit through <br /> Cifiy Hall. It would save time and e�cpense for the applicant. However, it would allow <br /> any use as permitted. <br /> Suggestions from the Planning Commission Members were: <br /> • Could the Matrix be expanded? <br /> • Could there be an easier permit rather than a CUP? <br /> • Maybe the Matrix should be re-evaluated <br /> • Could there be a tiered fee for Commercial Use, Other? <br /> Planning Commission consensus was to review the Matrix for next month. <br /> b. Fence Height, Urban Residential District— Discussion <br /> Dawn Bittner explained the Staff Report. It was the consensus of the Planning <br /> Commission that solid privacy fences should not be allowed in front yards. They could <br /> be allowed behind the front face of the dwelling. Four feet in height in front yards can <br /> be seen over. <br /> Chair Hallan stated most communities do not allow 6 foot privacy fences in front yards. <br /> When asked, Mr. Burslie stated some of the other communities he works with front yard <br /> fences need to be transparent, such as chain link. You really don't want to wall-off your <br /> neighborhoods with privacy fences. <br /> Chair Hallan pointed out privacy fences are usually behind a house or from the front <br /> face of the house to the side and rear. He suggested the front fence cannot exceed 4 feet <br /> in height if it is between the property line and the dwelling. <br /> Planning Commission Member Birch inquired which side of the fence needed to face the <br /> neighbor. Bittner stated she did not have her City Code book and would supply the <br /> information via email. <br /> Staff was directed to hold a public hearing in February and provide draft language for <br /> the Urban Residential and Downtown Mixed Use zones. <br /> c.Year-End Report <br /> Dawn Bittner presented the Year-End Report. <br /> MINUTES 2 <br /> Pequot Lakes Planning Commission <br /> January i8, 2oi8 <br />
