���� <br /> �'�qu�t <br /> ���� <br /> OLD BUSINESS—RENfAL PROPERTY ORDINANCE <br /> Agenda Item: 8 (a) <br /> Background Information: At their June 6, 201� meeting, the City Council <br /> directed the Planning Commission to research a Rental Housing Ordinance to <br /> establish a minimum standard for rental units to make rental homes safe for <br /> occupants. <br /> The Planning Commission discussed this at their October and November <br /> meetings; the draft Minutes from the November meeting are included as Agenda <br /> Item g. <br /> The following were points to consider: <br /> 1. What is the City's liability if we establish a rental properry ordinance or <br /> policy? <br /> 2. How will it be managed? This should be established prior to making a <br /> recommendation to the City Council. <br /> 3• 45 Pages is too long. The ordinance needs to be basic for safety and health <br /> issues. <br /> 4. What other avenues or options does the City have to deal with the slum <br /> landlords? Could a Task Force work with the problem landlords? Do we <br /> need an ordinance that affects i00% of our landlords or just the few <br /> problem ones? <br /> 5. What are the City's options to contract this out? Can this reasonably be <br /> cash flowed or will the City need to subsidize it? <br /> 6. Are there options that other cities have implemented? Staff was directed <br /> to contact the League. <br /> The following information was gathered regarding the above: <br /> • Liability would be on the contractor performing the inspections, not the <br /> City; <br /> • Planning Commission Member Hallan was going to contact the contractor <br /> . for the City of Little Falls to collect more information regarding <br /> contracting this out; <br /> • Staff contacted the League who provided information on Brainerd, Baxter, <br /> Park Rapids, Maple Grove and New Richland. <br /> The rental ordinances for Park Rapids and New Richland are attached. In <br /> addition, I have included an excerpt from Brooklyn Park and Maple Grove that <br /> refer to a Crime Free/Drug Free Rental Housing Ordinance.
