M
Dawn Bittner
From: Hallgren, Jim (DOT) [James. Hal lgren @state.mn.us]
Sent: Thursday, January 28, 2010 2:02 PM
To: Mayor; Tim Bray; Dawn Bittner
Cc: Highum, Tom (DOT); Nibbe, Bob (DOT)
Subject: TH 371 Mill and Overlay Project
Attachments: d111626_gm.pdf
The Minnesota Department of Transportation has identified the mill and overlay project on Highway 371
from Nisswa to Pine River as a candidate for advancement if the Wall Street to Main Street Bill /Jobs Bill
(Stimulus 2) passes. This project was originally scheduled for 2012. It will be constructed in 2010 if the
proposed legislation is passed.
We have identified a pedestrian accessibility problem and safety concerns at the signalized intersection
with CSAH 11 in Pequot Lakes. We will install new pedestrian ramps on the east side of the intersection
and construct curb, gutter and sidewalk with pedestrian ramps on the west side to comply with the
American Disabilities Act. The close proximity of the service drive to the signalized intersection on the
west side creates a traffic safety problem. This project is an opportunity to include traffic safety
measures that solve this problem. We propose to close the access to the service drive by extending the
curb and gutter and sidewalk across the connection, both north and south of CSAH 11 (Main Street).
(See attached map)
This proposal alters access within the City of Pequot Lakes. Municipal consent is generally required for
any project within a municipality that results in; alteration of access, change in traffic capacity, or
requires acquisition of permanent right of way. However, municipal consent is NOT required for projects
that; regulate traffic, install traffic control devices, or other traffic safety measures. Mn /DOT views this
proposal as a traffic safety measure.
We want to check in with the city and county to make sure you are aware of this proposal and give you
an opportunity to comment. We are working within a short timeframe to deliver this project for
"stimulus funding ".
Please contact me if you have any questions.
Thank you.
Hallgren, lances
Senior Engineer
Pre Design
218/828-5797 Work
James.
