It should be noted that JP Taylor, as a condition of their lease, have required a May 15t` <br />opening (MN fishing opener). This means construction must begin by March 1" or 30- <br />days from today. As a result, BLMM is unable to pursue any tax increment financing, tax <br />abatement financing, or other favorable development financing from the city. <br />Aside from that fact, the financial viability for BLMM to move forward on even Part `A' <br />rests entirely on the city's position regarding their Off -Sale liquor ordinance. Put simply, <br />BLMM can not afford to make any investment in a revitalization project of this nature <br />unless the City formally recognizes their position on the Off -Sale liquor ordinance and <br />makes one small addition to it. We are proposing that you draft us a document similar to <br />what's noted below then recognize it as official business, i.e. include in with the City <br />minutes, etc. <br />"The Mayor and the current city council members understand and recognize the <br />investments required by BLMM and its partners for this revitalization project and we see <br />the value it brings to the city. As a result this council strongly encourages all future city <br />councils to maintain (and not offer variances to) the current ordinance that governs <br />Off -Sale liquor licenses including the amendment noted below. <br />This City council recognizes that the financial viability for this project's current owner or <br />future owners is obviously tied to the number of Off -Sale licenses issued within our city. <br />As a result the city will maintain (what has always been) the current Two (2) off -sale <br />license limitation and not expand it beyond that number. We further agree to amend the <br />current ordinance to limit the distance between any Off-Sale business locations to a <br />distance that is a radius of one -third (113) of a mile or greater. <br />It is my hope that the City Council understands the value this project brings to our town <br />and the investments required on our behalf to make it happen. We are asking for the one <br />addition to the ordinance along with your `recommendation' to future city councils to <br />uphold the ordinance as per this project.
