IDENTIFICATION OF QUALIFICATIONS OF ASSIGNED PERSONNEL Staffing is a critical element of this proposal. Ehlers uses a team approach to service delivery. One financial advisor, Shelly Eldridge, has the primary responsibility for our work with the City of Pequot Lakes and is assisted by other financial advisors and research analysts. This approach fixes responsibility and assures continuity of service for the client from the time of the proposal through any follow -up work on a bond issue and/or projects. Additionally, it allows a better match of Ehlers' staff expertise and experience to the particular needs of the City. Financial consulting services must be based on a clear understanding of local government. Twenty -seven of Ehlers' Financial Advisors have worked in local government for a total of 363 years in direct governmental service which helps make Ehlers a financial advisor, not just a bond or TIF consultant. The financial advisors' experience includes city and county management, administration, and financial management, school district administration, housing and redevelopment agency management, regional planning, state agency services, and state legislative support. Ehlers offers a group of individuals with an exceptional combination of expertise and experience to act as the financial advisory team for the City of Pequot Lakes. Employee Responsible for the Management & Administration of Services Provided to the City of Pequot Lakes Shelly Eldridge will serve as the primary contact on all matters related to bond issues, economic development and financial planning. as a financial advisor will provide a wide range of analytical support to the project team. Shelly is one of the leading property tax experts in our industry. Her experience in administering County tax programs and the fiscal disparities system provide our clients with invaluable understanding on this foundation of local government finance. Shelly applies her skills in a variety of tax increment, capital finance and development projects. Shelly has special expertise in creating and implementing long term financial management plans, bond financing, tax increment creation, administration and reporting, and will play a primary role in any such projects. Other Professional Staff Assigned to the City of Pequot Lakes Stacie Kvilvang has been a Financial Advisor at Ehlers & Associates since 2002. She has over 17 years of prior local governmental experience in financial planning, economic development, housing, and redevelopment and extensive experience in developer negotiations, proforma analysis, project management, communications strategies and program development. In the event Shelly is unable to be reached or cannot attend a meeting, Stacie will be the go -to person.
