This will increase the City's tax rate from <br /> 56.577% to 58.339% which is a 1.762% increase. <br /> COUNCIL MEMBER SWANSON MOVED TO ACCEPT THE <br /> PROPOSED CHANGES TO THE 2018 PRELIMINARY BUDGET AND <br /> DIRECTS STAFF TO PRESENT THIS UPDATED INFORMATION AT <br /> THE DECEMBER 5T" TRUTH IN TAXATION COUNEIL MEETING. <br /> MAYOR ADAMS SECONDED THE MOTION. MOTION FAILED 2-3. <br /> COUNCIL MEMBERS AKERSON, LOUKOTA, AND PEDERSON <br /> OPPOSED. <br /> Council Member Pederson stated he is I�aning toward a special meeting <br /> for further discussion as he recalled the directive being a 1°lo tax rate <br /> increase. <br /> Mayor Adams agreed that a special meeting to discuss the 2018 <br /> preliminary budget should occur and she directed Staff to reduce the <br /> budget by approximately $50,Ofl0 and further instructed the Council to turn <br /> in their reduction ideas to Nancy Malecha. <br /> Council Member Swanson questioned why other Council Members would <br /> vote against accepting the recommended changes which would reduce <br /> the 2018 preliminary budget. Council Member Pederson stated that some <br /> of the recommended changes make sense while others do not. <br /> The consensus of the Council agreed to call a Special City Council <br /> Meeting for Tuesday, �tovember 21, 2017 at 6:30 p.m. to discuss the 2018 <br /> Preliminary Budget with department heads in attendance. <br /> 10.3. Economic Development Commission (EDC)Appointment <br /> COUNCIL MEMBER AKERSON MOVED TO APPOINT LYNNE <br /> CLEMENT TO THE ECONOMIC DEVELOPMENT COMMISSION WITH <br /> A TERM EXPIRATION OF 12-31-19. COUNCIL MEMBER SWANSON <br /> SECONDED THE MOTION. MOTION CARRIED 5-0. <br /> 11. Other Business <br /> Mayor Adams explained to the Council that when approval is needed for <br /> the summary publication of an ordinance and/or an ordinance <br /> amendment, a 4/5ths vote is needed to do so otherwise the City must <br /> publish the entire ordinance which is very costly. <br />
