Sterling Codifiers, Inc. Page 7 of 44 <br /> a. The housing inspector may issue a permit to allow for temporary housing when a <br /> specified emergency creates the need to allow for such housing. A permit may be <br /> - issued only when the emergency creating the need is an act of nature, a <br /> technological failure or malfunction, a terrorist incident, a public health emergency, <br /> an industrial accident, a hazardous material accident, or destruction caused by a <br /> civil disturbance. <br /> b. When the housing inspector issues a permit to allow for temporary housing, the <br /> housing inspector shall provide that the permit will expire after a specific period of <br /> time, not to exceed six (6) months. The housing inspector shall attempt to set the <br /> expiration date to coincide with the elimination of the need for temporary housing. <br /> The housing inspector may grant one 6-month extension of this permit. <br /> c. The housing inspector may set conditions on the use of the permit to mitigate the <br /> negative impacts of the permit. These conditions may include compliance with <br /> applicable statutes, codes and/or rules, including, but not limited to, the Little Falls <br /> fire code, county health code, Little Falls building code, Little Falls rental housing <br /> maintenance code, Little Falls property maintenance code and the Little Falls land <br /> use regulations (zoning) code. In addition, the housing inspector may impose any <br /> additional appropriate conditions to the use of the temporary housing permit. <br /> d. The housing inspector may revoke the permit if the need for such temporary housing <br /> ends, or if the permit holder fails to comply with the conditions set by the housing <br /> . inspector as to the use of the temporary housing permit. <br /> 8. Continuing Violations: Each day's continuance of any violation of this section after due <br /> notice has been served in accordance with the terms and provisions of this section <br /> shall be deemed a separate offense. <br /> 9. Enforcement By Suit: Refer to Minnesota statutes 504B, as amended; landlord and <br /> tenant, and the pamphlet entitled "Landlords And Tenants: Rights And <br /> Responsibilities", from the office of the attorney general, regarding disputes between <br /> landlords and tenants. <br /> 10. Powers Declared Additional: The powers conferred on the housing inspector shall be <br /> in addition to the power already conferred upon said housing inspector and shall not be <br /> construed as in any way limiting these powers. <br /> B. Enforcement: <br /> 1. Officers Authorized: The housing inspector or authorized city representative shall <br /> enforce the provisions of this section. <br /> 2. Inspections Required; Powers: Pursuant to provisions of this section as set forth <br /> herein, the housing inspector shall make inspections to determine the condition of <br /> dwellings, dwelling units, shared bath dwellings, rooming units, and premises located <br /> within the city for the purpose of enforcing the provisions of this section.
