Abandoned houses are more important that rental houses. <br /> Planning Commission Member Habein stated there are slum landlords. <br /> Planning Commission Member Hallan stated he pushed for adoption of the State <br /> Building Code. <br /> Chair Engels stated he has ii rental houses in the area, Every year he needs to go <br /> through each house with the insurance company. This takes a lot of coordinating and <br /> scheduling with the tenants. The additional c'rty inspections�vould also be time <br /> consuming. <br /> It was pointed out that landlords choose to reat houses. <br /> Planning Commission Member Wilsvn stated some good points were made. <br /> Planning Commission Member Hallan stated having refrigerators not working is not the <br /> intent of this ordinance. Chair Engels stated tenagts will sa�whatever they can to get <br /> out of their lease. <br /> Planning Commission Member�lson asked if we could adopt the ordinance for a <br /> couple of years to weed out the bad ones and tt�en repeal it. Mr. Burslie stated an <br /> ordinance can be repealed. This is on�th.e Agenda to begin discussion. Next month the <br /> Planning Commission will make a recommendation to the City Council. If the City <br /> Council wants to pursue a Rental Property Ordinance,the public hearing will be held in <br /> January. <br /> Planning Commission Member Hallan will contact the City of Little Falls to collect <br /> information regarding staff time to administer. <br /> Planning Commission Member Wallin stated there are HUD laws that protect tenants. <br /> Planning Commission Member Wilson stated the concern is not with the apartments, <br /> but with the older housing. He was a good landlord and didn't need the City to have an <br /> ordinance. There was one landlord that didn't take care of his property and didn't <br /> screen tenants.
