Page 14 of 44 <br /> reasonably weathertight, watertight and rodentproof; and shall be kept in a <br /> professional state of maintenance and repair. <br /> Exterior walls shall be maintained and kept free from dilapidation by cracks, tears or <br /> breaks or from deteriorated plaster, stucco, brick, wood or other material that is <br /> e�ensive and gives evidence of long neglect. <br /> b. The protective surface on exterior walls of a building above ground level shall be <br /> maintained in good repair so as to provide a sufficient covering and protection of the <br /> structural surface underneath against its deterioration. <br /> �thout limiting the generality of this section, a protective surFace of a building shall <br /> be deemed to be out of repair if: <br /> (1) The protective surface has paint which is blistered, cracked, flaked, scaled or <br /> chalked away including window trim, cornice members, porch railings and other <br /> such areas. <br /> (2) The pointing of any chimney or the pointing of any brick or stone wall is loose or <br /> has fallen out. <br /> (3) Any exterior surFace or plane required to be repaired under the provisions of this <br /> section shall be repaired in its entirety. <br /> 3. Pest E�ctermination: Every owner of a dwelling shall be responsible for the <br /> extermination of insects, rodents, vermin or other pests on the premises. The housing <br /> inspector may order the extermination done by a person licensed to do such work <br /> when in the housing inspector's opinion the infestation is widespread and severe. <br /> 4. Other Pests Constituting Nuisance: Whenever it shall appear to the housing inspector <br /> that rats, skunks, snakes, starlings, grackles, common wild pigeons, or bats which are <br /> creating an offensive, nauseous, hurtful, dangerous, unhealthful, or uncomfortable <br /> condition to or for any person or persons or to the neighborhood, said housing <br /> inspector is authorized to decree such conditions a public nuisance and said housing <br /> inspector or an authorized representative shall issue a written notice to the owner or <br /> person in charge of or in control of the premises to remove, exterminate or otherwise <br /> rid the premises of the cause of such public nuisance within a reasonable period of <br /> time. Where the owner of the premises or the person in charge or control thereof <br /> cannot be found after due diligence, the written notice referred to in this section may <br /> be posted upon the premises with the same force and effect as though served upon <br /> the owner. <br /> 5. Interior: <br /> a. Every interior partition, wall, floor, door, window, trim surFace, radiator, and ceiling <br /> shall be kept in a professional state of repair.
