1i. The subject property meets the requirements of the code for stromwater
management.
i2. There are no public streets proposed within the development.
All members voted"aye". Motion carried.
c. Fence Location, Discussion
Mr. Burslie explained the Staff Report. Chair Engels stated some bushes are also too
high at intersections; could the height of bushes also be included? Mr. Burslie stated the
Maple Grove verbiage state"no structure or planting". If it is a public safety issue
maybe the Police Department can get the bushes trimmed or removed.
It was the consensus of the Planning Commission that clear visibility is an issue at
numerous intersections.
Transparent fences higher than 3o inches could be allowed, such as chain link. Mr.
Burslie stated the City of Crosby has a similar ordinance;the City of Brainerd may also.
The ordinance does not apply to alleys in Crosby.
Thirty feet may be too aggressive; 2o feet may be more reasonable.
Existing fences would be exempt.
Discussion ensued regarding intersections with overgrown shrubbery that made travel
through the intersections unsafe. Chair Engels and Staff will send out some addresses
to the Planning Commission to take a look at before the nect meeting. Staff will contact
the Public Warks Supervisor to see if we have any recently surveyed streets to measure
the 20 or 3o feet.
Staff was directed to bring back an ordinance amendment in September.
d. Porous Asphalt, Discussion
Mr. Burslie elcplained the Staff Report. The City has not recognized porous asphalt as a
pervious surface. Overtime if not maintained properly they become clogged with pine
needles, sand and leaves clogging the openings and making it impervious.
Property owners would be responsible for the maintenance. The City would want to
monitor the maintenance to verify it is being done.
If the ordinance is amended porous asphalt would be allowed on all projects in the City.
It was the consensus of the Planning Commission to continue to not allow it except by
Variance approval.
MINUTES 3
Pequot Lakes Planning Commission
August i, 2oi
